Buy one with the CARB smog inspection sticker already on it. Pay extra if needed. It will save you a huge PITA if the van needs to go through the process.....well worth the extra coin....

Ground strap to the engine?

Check and clean connection at body and motor...

Also the ground at the ECU.....if there is no fuel pump whirring when key is turned on, this might be the culprit.

Make sure the flow to the radiator is reverse from stock, otherwise your coolant flow could be going the wrong direction through the radiator...
