My 40hp header had the smaller primary tube as well. I ended up cutting and welding regular j tubes and used a step down adapter. It always leaked so ended up adding a flange to both header and pipe.

I think you have just described the ENTIRE VW aftermarket with your post. Very few focus on factory correct and will just buy what is cheapest even after the first one breaks or fails they will buy it ...
