The chassis number is from the VW bug which the body was removed and probably junked. EMPI first made/sold Sportsters in 1963, so the bug was junked/salvaged sometime after that.

Pull that alternator and take it to FLAPS and have it bench checked. It should be 14.5v

It would look better if both pedals were the same type.

You can get used pedal assemblies for as little as $20 on the Samba. I believe 58-67 use the same pedal assembly, with cast pedals

Possibly a worn or incorrect size starter bushing in the bell housing allowing the armature to cock and bind

If its a 67-68 transaxle it would use this with a 6 volt starter
