What O-ring? I don't remember using any O-rings on the old bus transaxles I was assembling, over the years. In my bus Clymer shop manual there is nothing listed.l

Remove the primer, as it is not waterproof. On bare metal panels, I used to coat them with a product called Galvaprep. It protects the metal from moisture.
