If you are getting the inserts installed, get the ones for 8mm studs. Those thinner studs were a dual port improvement, and stretch easier so as to not pull out the case threads as often.

Owners Manuals are a good, but not perfect, way to see areas like this. From the 1965 OM, but does look like 1964 steering wheel horn ring. Heater knobs look like what you have:

Those washers are supposed to be turned so they (turned against the flange of the beam) and the bolt heads are restrained from turning CCW and have the bolts loosened up.

Thanks, drivers side has a floating nut plate behind the sheet metal. So didn't want to continue until verified.

Those have a "U" shaped reinforcement pressing around those.

Good! Do also clean up the grounds between the starter and transaxle, and the starter body and the starter solenoid. Seen those fail with not that much corrosion.

Add in a little dielectric grease to each connection after cleaning. The grease will keep oxygen and water out, so will take much longer to get to a corroded state again.
