Axle boot seam looks to be set too high. If so, will tear up the boot all too soon. Should be more close to 3 or 9 O'clock position when viewed from the wheel end of the axle.

But it appears the rod (part 17) rotates within the flap/flange (part 24).

The throttle ring mounting flap rotates on the rod. The rod does not move.

Is that vacuum port on the intake just below the carb plugged off? If not, do plug it or it will run lean and too hot.

Make a fuel proof funnel out of a plastic fuel filter, and use that to fill the carb float bowl via the hose from pump to carb.

Then with fuel hose reconnected to the pump, try starting it.

The clamp on the heater muffler (used for both stale air and fresh air systems) is spot welded to the heater muffler.
