Does anyone think that the ground wire that grounds the fuel sender could be causing this? Maybe I could try to find a new grounding spot for the wire?

We still don't know what the actual FULL resistance of your senders is.
We still don't know if 5 Ohms resistance would cause your gauge to read a full FULL.

Disregard that last comment with the photo. That was the photo with the fuel sender installed after removing it and testing it statically. Shows 1/4 low still.

kreemowest, yes I grounded the sender wire and the gauge went all the way to full. I'm not sure if that would eliminate any small resistance I'm having somewhere in that wire from the fuse?

Yes, the short ground wire from the sending unit to chassis is good. I actually replaced the wire and terminals and made sure the contact surfaces were clean of paint and rust.
