No harm in looking at it, but there's lots to check.

I'd check every VIN location, make sure they all match. If he's convinced its a 71, something seems weird.

Check for loads of Bondo.

Rear air intakes are also later than 71, like the taillights...

But it suposedly has a 1600.. which is an earlier circa 71 motor...

Have you considered PVC pipe? You can bend it with boiling water or heated sand or other methods, could sleeve a smaller pipe inside the bigger pipe to stiffen it if required...

Roll up a facecloth, or cut a small piece of carpet or something, and double-sided tape or ziptie it to the accelerator?

Be careful though - be sure nothing fouls the motion of the pedal.

Rear air intakes aren't 72. 72 has the bigger square air intakes.

I'm guessing it's a 70 with the rear lower corners replaced with later taillight corners?

The "72" you linked to should have lowlights and a fuel door.

That "72" has neither.

2 degrees seems like not a lot - I don't know the amount but I'd expect around at least 10 degrees (?) shaft rotation between the 1-2 shift and the 3-4 shift.

Don't forget about reverse also - so ...
