You can overlap at the top and it won't be noticeable at all. I put a little seam sealer on the top edge and it blended perfectly

I'd just pop the top and leave it up for awhile. Maybe the fabric will relax and stretch enough to make it satisfactory. Mine was pretty tight at first but it did stretch after some use.

Here's a couple pics of what I did. I also used the SEM weld bond. You can't see it in the pics but I also added a piece on the inside since that was pretty rusted too.

If I'm not mistaken there are a few threads about that open socket. I believe you have to run a jumper to it to get power.

I'm surprised that your outboard doesn't have oil injection. Maybe you've just disabled it.

'99 definitely has it so it has been disconnected at some point.

Look into the go westy gutter clamps. You can use those with your tarp and a piece of pvc and not have to drill any holes.
