Well after 2 shoulder surgeries I got back at it locating the gremlin. I took split'66 advise and rebuilt my OG turn switch. Mounted it on the column and got it wired in. Everything works.

Was at my local tire/auto repair chop and asked about VW repairs in my area.

I was wrong, I just looked at a box of 1156 that I thought the bulbs came from! Removed the rear bulbs and they are both 1157ís

If disconnecting 49a stops the flashing, then the issue is in the turn signal switch. It's either got a short, or it's miswired (make sure the wire on 49a is black/white/green).

Sorry to hear it, but I still think the problem is in the TS control board. If you could find an OG TS assembly, you'd be way ahead.
