Sounds like something is wrong inside the wires or bulbs. If the problem was happening before moving to 12v, I would check headlamp wiring, fuses and the bulbs. Clean the fuse terminals with emery pap ...

Yep. Diesel or Marvel Mystery Oil (snake oil but it will be good for this application)
