Without the bolts, you'd be relying on the welds on the 'foot' of that vertical plate and the welds between the strap and the floor holding under tension. I can see why VW said to bolt it down as ...

I agree that weird.

Is it even welded up top on your Bus?
I can't see any welds in the photo

I'd go with a 30 PICT-1 but you could also use a 28 PICT-1.
You could be lazy and use an 010 or 019 so you don't have to worry about getting a proper vacuum signal or you could find something tha ...
