I'm not sure what wiring diagram you're reading or if your van has been modified from stock, but the Bentley shows in 97.14 (wiring diagram for 1980,1981) 4 fuses, one each for high and low ...

Like having the correct wide low spread light pattern that is typical for a proper fog light? It doesn't look like it will spread the light like the original Hell ...

Whatever method you use remember to unbolt the converter from the flexplate before separating the engine from the trans.

You are going in an interesting direction, one not many of us have gone.

Most often when auxiliary switches are needed, we repurpose rear window defogger switches or similar.
