Use the brackets that come with the lights and use big fender washers to distribute the load onto the fiberglass.
I've got a pair of Hella 700 driving lights, the big ones, mounted for 5 years & ...

It says they are "out of stock and unavailable". Those are also silly expensive and IMO hands down the ugliest Vanagon headlights I've ever seen.
