I will be, hopefully soon, dabbing up those same lower corners at the bulkhead wall. What did you use to make the recessed segment? Any tips?

Weld on a nut on what's left of the stud and slowly work it loose.
It might need several attempts, but work very well.
I use this method almost weekly at work to remove snaped off and striped bolts. ...

Check the fuel filter?

And be sure there is not more than one of them!

Also, sometimes it is the filter sock in the tank.

Seen a kinked fuel line exhibit the same complaints.
