This is for an 89 Syncro Doka?

Ground wire likely for a toggle switch at cluster. Or, for light bulb at lower portion of dash. e.g. heat/defrost lever face plate.

The noise is a rubbing/odd rubbery squeak sound. Almost like a tire moving on the rim. I cannot 100% identify front or rear, but it is the drivers side.

This is a very distant memory but, a "wobble" extension may help. I recall using one during water pump R&R.

Cutting an allen head short then using a box wrench on that, may work.
