Now that you have the distributor loose, set the engine at TDC Compression and pull the distributor out and reset your points on the bench, you can just set the cap aside with most of the wires still ...

Closed-cell foam can still absorb water. It may not absorb at the same rate as open-cell but will still absorb water potentially causing moisture to be held against the metal panels and rust later.

I had a too short and ill fitting grommet on a Bosch condensor and fixed it by walking 2 blocks to NAPA and getting an Echlin part that fit fine.

Actually, that didnt work for me, because then it hits on the engine tin and it blocks the distributor from going in. Here's the new location:
