If it's in a bus yes, it can barely be gotten out with the heat exchanger in place, if it's in something else I can't guess.

A solenoid valve mounted under the tank solves all those problems.

A 71 bus shouldn't have a vented cap, all the tank venting happens through the charcoal canister.

Try removing the lever from inside the door and manually pulling the rod forward hard, the rod may need adjustment.

There's 2 ways the cap goes on, only one lets it sit down on the distributor well, one side has a recess for a raised bump on the side of the distributor at one of the clips.

Not always, add an extra shim or two and tighten the gland nut so the crank locks up, if there's any endplay then it means the case has issues, if it's tight (no movement at all) reshim according to B ...
