The resistor can't really make the fan run all the time.
When the resistor fails it keeps the fan from running on the lower speed(s).

The guide rod bushing plate that bolts to the 2 ear holes on the side of the tranny is often put back wrong.

It is very common for all those things to be moved to the aux battery instead and then fuse #3 isn't their fuse anymore.
If your van has an aux battery then check the fuse(s) at it.

First step would be to unplug the radiator fan temp switch and see if the fan shuts off. You need to remove the "LOWER" grill. If you havenít done this, you need to learn. Report back.

You are only looking at and showing us 1 end of some wires, not the harness as a whole.
Your early harness is wired differently and not like 86+ vans.

A lack of cooling in 12v mode can't be caused by the thermostat.

Simpletire shows more than 40 tires of XL 102 in 215/65R16

For true Vanagons, manual tranny rear axles came in :

84-91 2wd and Syncro same axles

80-82 had slightly longer axles

83 a mix of the above depending on engine/tranny model.

9 days in Baja in August 2021, 3 vans, 1500 miles.
Great trip, wives, kids, surf, lots of water fun.
No van issues except 2 got a flat on different days.
