It is installed with the 'higher' sides of the split portion in the 'up' position.

You can get a good look at the brass gear if you remove the fuel pump and the pump mounting flange. Not sure if you did that from your post above.

As far as I'm concerned, 'front' and 'forward' always refer to the front of the bus, unless otherwise noted.

It must be thus or we cannot refer to anything directionally without confusion.

Jet is correct.

There is no issue with blocking off the return. A 5/16" or 8mm dowel pin inserted and clamped is a nicer way to make the block-off spud that a bolt.
