Itís a 1966 and has what I believe to be a 1300cc engine
A 1300 will start with the letter F. The number will be stamped just below the generator support.

I'm not familiar with a 40 hp engine but the 1966 1300 engine did not get the preheat air directly from the heater box until mid year. I'm guessing that earlier engine also did not get the preheat air ...

With the seam horizontal, the sleeve flexes easier when the axle moves up and down which means it should last longer.

I don't believe that there was ever a 9 digit VIN that started with 114.
VIN's with the third digit indicating the year did not begin until the 1965 model year which started in August of 1964.
