Are there any concerns to be aware of running 6.5" rears on a 62 lowered 2 splines?

No problem! If you can't find the exact size, you can always sand them down to whatever size you need fairly easily.

There are tons of generic brushes on ebay.. mostly Chinese.

Seriously though.. this tool is indispensable.

Pneumatic die grinder with roloc pad. Uses abrasive sanding discs or scotch brite style disc ...

Using it isn't a bad idea.. it will protect the oil pump from debris.

I do know the crank is an Okrasa 82(in sellers description 10 years ago) and the case is ARPM and the valve train is Autocraft, I'll have to open it up to figure out the rest.

The needle bearing can be pressed out and a new one pressed in.

But...

Autocraft made forged and cast style rocker arms.
I think those are the cast style.. not the best. Maybe time to upgraydd ...

If the intake manifold preheat tubes are clogged, the throat of the manifold (below the carb) will ice up enough to shut it down.

Do you think that the head could be warped?

The head is probably fine.. but it would be a good idea to lap your new cylinders into the head spigots-Makes for a good seal.

I would bet that ring is broke... Or at least lost it's tension.

Once the head lifts like that and you lose the seal, it won't come back.

Old school bugpack cranks I have seen have BPP stamped on them as you said. Do the rod bolts say anything on the heads?
