Unplug the connector on the regulator. Light stays on? No - bad regulator. Yes - unplug connector on heater booster relay. Light stays on? No - bad booster relay. Yes - bad alternator.

Or a major harness short between the ignition circuit and the tail lamp circuit. Pull the appropriate fuses and see if any of them stop the engine issue

Can't tell without looking inside, but if you look at the picture in the ad, the copper rivet holding the female terminal down isn't seated at all. Not a good sign...

Use fuse 7 for both. Remember, neither end of fuse 7 is connected to anything, so you need to run a power wire from one end to the black bus wires at the right end of the fuse block.

A bad alternator diode can cause this, as can a slipping belt, loose alternator wiring harness connection, or funky mechanical voltage regulator (the electronic ones don't do this).

No idea on the vanagon relay - haven't had hand-to-hand combat with one.

Should be possible to use standard cube relays in place of a double relay, as there's nothing trick about the actual relays ...

Not as far as I know (the FI controller doesn't directly drive either relay). They do have isolation diode(s) to keep various inputs from backfeeding each other.
