Wow -- the bus was running prior to noticing this? If that bolt is out, all of the fuel would be streaming out of the carb.... Maybe the bolt is hiding under your clean air tube.

Cool thanks. So since with the hoses off i am not getting 30 atdc. If i adjust it to 30 with the hoses off at full advance, when i come back to idle i should be around 10 atdc.

Thank you guys been busy at work will make sure have no vacuum leaks and Its got a 009 that I have the timing at 28 degrees brand new cap and rotor and plug wires

If they're factory PDSITs, then 140 mains are way too big. My stock 73 came with 127.5 left and 130 right -- and they should have 55 idle jet solenoid cut off valves.

It should be 55 on both sides. Don't ditch the solenoids for fixed jets -- they're there for a reason. Most of the online VW retailers will sell the idle jet solenoids.
