Easiest thing to check would be pulley... IF pulley spot on, the crank is ground a bit off....

Don't understand why you are having so much trouble... You claim firing order is correct and it has fuel and spark... It should run....

If you pulley looks like this, with TDC at the 12:00 position and key way at the 9:00 position there is nothing wrong with your pulley....

Actually as I think about it you should be able to identify your cam without the In reality I see #1 intake start moving Open @ 33' BTDC #3, W-100 Cam.

What pulley are you using on crankshaft, it is stock VW or after market degree pulley....

Picture below shows a vacuum advance distributor, but is exactly the same as you want setup with 009...

Have you used the pulley before?.... I have over the years seen two cases on the Samba that pulley was marked wrong and numbers were 90 off...

Might do quick verify... This image is correct... No ...

Have you used the pulley before?.... I have over the years seen two cases on the Samba that pulley was marked wrong and numbers were 90 off...

You probably setup distributor with crankshaft on TDC exhaust stroke instead of TDC compression stroke.......

You could have gotten a paper degree wheel by just printing it out and gluing it to a piece of card board or you pulley.......

degree wheel thinking it may be off

Note how key way in pulley is exactly 90 (left) from TDC and at 9:00 o'clock position (270 of full 360).... This is a absolute and the correct way it should b ...
