Plug it, then when you get a chance remove the whole thing.

It's part of the altitude corrector, which is part of the throttle positioner. Here's what it looks like when it's properly installed:

E - Connects to nothing, there is usally a vacuum port on the intake manifold and yours does not have one..So leave it be.

If you want to clean up the wiring, a good spot for the relay is the bracket on the firewall where the altitude adjuster would mount - Assuming you have this on your car, and you aren't using it.
