Theres a round grommet just like a spark plug boot on the pedal shafts under the floor, and a square foam seal that sticks to the inner floor and surrounds the pedal shafts.

For above the floor I just use washers cut out of gallon sized oil or antifreeze jugs. They need to be just a loose enough fit for the pedal rods to move through without handing up. Unlike the stock pieces they pretty much last forever.

I have a 70 Westy. Can anyone point me to the replacement procedure to replace the brake rod to floor grommet? Thank you for your help!

1) Unbolt the brake pedal rod from the lever below the floor (8 mm nut, 13 mm wrenches/sockets).
2) Slide the grommet/boot over the pedal shaft (wide side up).
3) Bolt shaft/lever back together.
4)Slide boot up pedal shaft so it contacts floor when pedal is full up.

Okay, ordered and received the items suggested per AirSchooled’s recommendation. So I’m short, is that adhesive pad sufficient enough to hold the grommet stationary at the floor pan? The grommet nipple part up toward the clutch pedal pad or down toward the ground? Also does the grommet mount at the interior or exterior? I have no references and inquiries at the local level are met with “grommet, what grommet?”

adhesive pad is interior, grommet is exterior.

grommet nipple down, i think.

Thanks Dodger T. The nipple part is what perplexes me as I can envision both up or down configurations. With the nipple up and penetrating through the foam interior pad does sound like a more hermetically sealed situation but then again it’s old style engineering. Does anyone else know what the original configuration was? Kinda don’t wanna do it twice as u could appreciate. Water penetration under the mat is something that was always a problem back in the good ol days. Looking for a tight seal on my bus.

These are not liquid seals, they are "draft" seals. There shouldn't be any splashing from below if
you have the pedal pan installed.

And the grommet is not stationary, it moves up and down with the pedal shaft.

You can buy one inch grommets in a kit for about $10. Side cut it and make a nice fix for clutch and brake. What’s the stock hole diameter?

greg, i just checked my ‘78, and when i replaced my seals, i put the grommets on nipple up. that way the nipple seats inside the hole in the felt square, providing a nice seal.

Thanks to all for your feedback, much appreciated.
I can see light from the ground when I depress the pedal so that’s where I was getting the opinion it needs to be sealed. Obviously this bus is missing the pedal pan as referenced. Does anyone by chance know if that is still an attainable part?

here’s one from the classifieds.

https://www.thesamba.com/vw/classifieds/detail.php?id=2552579

there’s another guy says he has some pre-72’s.

you might also try avery’s air cooled, busco, busted bus, and the other usual suspects.

actually, interstate is close to you, so you might start there.

Interesting...I figured the seal would attach to the body and the shaft would slide through it. Sad

That's the upper foam seal's job.

Here is my homemade seal that goes under the floor mat. It is probably 18ish years old at this point.
