Data plate painted?

On a 57 oval was the data plate behind the spare tire painted the same color as the body? Or was it installed after the body was painted?
Also the “Made in west Germany” tag underneath it.

I believe they were originally plated.

I have two originals that I have cleaned up. One looks new and is not cadmium plated. It looks chrome. The other has some pitting but has the same finish. I cleaned them by letting them sit in Naval Jelly.

I believe splits may have been cadmium plated but not 100% sure.

Definitely not painted and not chrome plated.

Either Zinc or Cadmium plated, silver in color. To me they look like Cad plating but that is just the impression I get based on looking at Cad vs Zinc plated fasteners.

Neither zinc or cad have a shiny appearance like this. Both sides have the same shine. It looks like polished stainless to me but the closest thing would be chrome. However, it corrodes unlike stainless.

Most people zinc them for restoration purposes.
