It is an accessory

This picture was taken at Hessich Oldendorf last summer. Probably the best VW show in the universe. One ugly accessory for sure, but makes a car noticeable in the crowd.

That dual fog lamp's rather odd. I thought the German TÜV had regulations for a few things vis'-a-vis' fog lamps:
One could not mount them too close to the main headlamps, nor too far away. There was a very specific range of allowable installation along the bumper between the centerline of the vehicle and the main lamps.
Likewise, a yellow rear fog lamp was am strengsten Verboten! Rear fogs could only legally be red. Yellow was a color reserved for the front of a car. The rationale behind this regulation is quite obvious--if one saw a yellow cutting beam right ahead in his lane, he'd be smart to dive off the road as soon as was possible!
So, some of these foglamps retrofitted by American collectors on their "Euro" cars show a little naievite of European regulations (but it's no worse than some of my local California VW collectors installing 1956-1962-era yellow California plates with TRUCK registration numbers on their Ghias and Beetles, I suppose!)
