I am looking at a set of 36 hp dual carbs for stock heads. Will they fit my 40hp stock heads?

the carb *physically* have to work with your heads via the manifolds -- many combos available. your 40 horse has singleport heads, so the 36hps should work. not a lot of difference in displacement of the two so the volume of the carbs should be OK -- but if you put in those larger P+Cs thay might be a bit small.
saw your post on STFs: look to the hop-up kits of the early 60s/late 50s: okrasa, judson, etc for inspiration.
