Bus Won't Start? Starter? =/

I had something plugged in to the 12v Cig and left it running when the bus was off.

I had to push start it...

The battery doesn't seem to recover or recharge.

I have a two battery set up that powers radio, sub, etc.

The second battery is fine...but the bus won't start off either battery.

Is it the starter?

Also, this book has an entire chapter dedicated to trouble shooting "engine won't start" problems. It is written in a format that any man can understand. Hope that info helps.
