Voltage Regulator Interchangeability

Hey Guys:

Are these two VR interchangeable? I'm assuming they are, as the top sides are physically identical with the exception of the blue wire (terminal 61, I think) which is slightly recessed under the body. Is the one on the right bad because of the burned resistor and diode or cap? The left one is definitely NFG and the right one is unknown at this time. Thanks!
