How "tight" should the thru bolts be on the front end?

Should they have any play?

Should I be able to rotate/twist the rod by hand when installed?

Should I be able to rotate/twist the rod with a wrench when installed?

There should be minimal play. If you install it tightly, there will be too much friction on the inside surface of the arms and would not allow the arms to turn very well.

You should be able to grab an arm once the through rod is installed and have is move around completely freely. This is why one side should have a lock nut much like a spindle nut. It should be tightened fully, then backed off a bit and locked down.
