Do the rods need to be installed to set engine end play?

This is for a stock 2.1. I've got new rod bearings in, but still working on pistons and heads. I'll be changing out the pulley to a triple, and am wondering the order of operations here.

No, doesn't matter if the rods are on or off. Same for the pulley, doesn't matter. You can set the endplay with the naked crank or the engine fully built.
