I just installed a 2.0 ltr in a 72 bus, when I mated the engine and tranny the throwout bearing was intact and looking good, new bus project for me didn't check the clutch pressure until after install and ish I did the clutch when depressed is really soft barely flops back up to me. I got under and checked out the spring it looks loose? but not broken. Can these be replaced easily without dropping the engine and is this my problem or should there always be pressure?

What flywheel are you using? IIRC the big 2.0L flywheel doesn't fit too well with earlier transmissions. Also I believe there is a difference with where the TOB contacts the pressure plate. I know there are heaps of threads on this on here. Try having a search.

Have you correctly adjusted the length of the clutch cable to work with your new clutch? The spring on the arm should put tension on the clutch release arm at all times and therefore tension the cable and pull the pedal all the way up.

If need be, I think you could change the spring with the gear box in place with the right tools. Never done this myself though. VW used three or four different springs over the years, it is important to get the correct one for your application.

Also, make sure your bowden tube has the correct bend. I replace the tube when putting in a new clutch cable.
