Unless the pump is making noise, it is likely good. They are only a problem when the get noisy.
Since you swapped pumps, I bet that is not this issue.
You may well have another issue since it has been doing it since the conversion was done.
There are so many little things you may have done wrong, one can only guess as to what it may really be.
You may wish to hook a computer up and watch in real time what the display indicates.

This is probably a long shot, but do you have your fuel lines plumbed correctly? It would be easy to get the high and low pressure connections on the Subaru FI mixed up, since they're side by side and look the same... _________________ Cliff
