i have a 30/31 pict carb on by bus. i guess this is brazilian. the engine is from mexico i know. it has the 3 standard screws for adjustment. i need to know how to get the mixture right. it is burning way rich. also, how do you set the timing statically. my strobe light broke :>(

on the carb there is the larger screw on the side, which is the idle adjust screw. then the small one is in front, which i am told does the mixture of air. i think this one is off, i know it has been messed with.

Here you go - the complete tuneup guide.

http://www.geocities.com/aussiebug1970/34pict3.html tells you how to adjust the "two adjusting screw" type Solex carbs, plus all the other tuneup items.
