I purchased a Scat longblock and it has this cover plate on it. Can someone tell me whats behind there?

2.75 quarts of oil. Laughing That is the dipstick/oil fill port for a type 3. The plate is a block off for use in type 1/2 applications.

That is the oil filler/dipstick mount on a type 3 engine or universal case.
