Just out of curiosity, does the type IV thermostat include a failsafe such that if the cable snaps it fails with the flaps open?
That is the state that this new bus is in, just hoping that the oil cooler and fins were all still getting air with this snapped thermostat cable. _________________ KK4NTP

The spring on the flaps would push them closed (maximum cooling) if the cable were to snap. |

Without any tension on the cable, the spring on the right side hold the flaps in the full cooling position.
The right flap is up in full cool and the left is down covering the oil cooler. The left seem to completely block the oil cooler from air flow but leading edge of the flap has a gap that directs the cooling air under the flap and through the oil cooler. |

Yes, there is a failsafe. The flaps go to full open (cooling) if the cable breaks. The bellows style thermostats also only fail in the open position. It is a vacuum inside them as the fluid cools that causes them to shrink, which in turn causes the doors to close.
