Steering column part

two questions:

1. what is this part called?(part number??)

2. is it cracked (see photo) or is there supposed to be a separation in the circle?

photo is poor, but I think you can tell which part it is.

I believe it is called a Support Ring.

The similar part on my '71 does have a separation.
