does anyone know what these bus mirror arms are called or any info.?

are they specific to VW?

Yes, they were made by Happich (GHE), and they were also sold through VW dealers. Until recently, they were still listed on ETKA (VW spare parts software).
You could mount them on split door hinges, and with an adaptor, they could be mounted on Bay Window buses also.
