65 Wiper Linkage question

I've searched the gallery and forums, but can't seem to find exactly what I'm looking for. When I took my wiper assembly out, one of the linkage arms was missing. If the motor shaft is the same length as the pivot shafts, how am I supposed to fit both linkage arms over it? Just in case that is confusing let me try again... One end of the linkage arm (w/ bushing) goes over the pivot shaft, then a lock washer and the c-clip. But the shaft coming out of the motor is the same size as the shaft on the pivots. So how am I supposed to get the left and right arms onto the shaft? I've ground the bushings down to where there is no excess, but both arms still don't fit over the shaft. So what am I missing?

This bus was pillaged by POs, so i guess i wouldnt be surprised if it was the wrong motor!

That is not a stock 6V '65 bus wiper motor. The carriage looks correct.
