Long time Samba- Syncro owner. Have not had a bug in 45 years so had to do one . Just got done almost. Here are some pictures and a question. Last thing to do is fix the fuel gauge. Have a new sender and gauge, can you put the gauge in the back of the speedometer with out taking it out of the dash? Move the wind cover take out the fresh air box the cross brace vent tubes and looks like I can get to it. _________________ 1987 syncro westy tin top sun roof , GW2.3, rear locker, decoupler, Gary Lee tire rack & winch mount, lift, south african grill, big brakes , rhein alloy ,15 BFG AT, Fiamma 10 foot awning ,140 watt rear 85 watt front solar , mppt, truckfridge, automatic fire extinguishing system, tencent oil cooler, And a RMW SS exhaust! - 1971 bug convertible 1776 engine- 2010 Subaru turbo - 1993 Toyota 4x4 truck - 1999 Harley 95 CI, big bore, Andrews cams . You probably can but those little screws are at a goofy angle might be quite vexing. you sound like an an old hand at VW's and mechanics generally but do you know for sure the gauge is bad?
some tests to try here:

Thanks for the link it helped. And yes I am much better at taking out the dash of a vanagon. Got the gauge out, the vibrator was good seems the gauge was bad. Put in a new one and it worked. Monday will put in a new sending unit just for the what If and to keep It all new. And yes those little screws were at a goofy angle. _________________ 1987 syncro westy tin top sun roof , GW2.3, rear locker, decoupler, Gary Lee tire rack & winch mount, lift, south african grill, big brakes , rhein alloy ,15 BFG AT, Fiamma 10 foot awning ,140 watt rear 85 watt front solar , mppt, truckfridge, automatic fire extinguishing system, tencent oil cooler, And a RMW SS exhaust! - 1971 bug convertible 1776 engine- 2010 Subaru turbo - 1993 Toyota 4x4 truck - 1999 Harley 95 CI, big bore, Andrews cams .
