that holds the heat exchanger to the connection pipe PN 021 256 332BU, parts 1 and 2 in the above diagram

seems to have no part number. Do I have to blacksmith one?

Yes, it's part of the pipe as it's welded to it.

Crappily welded to it I might add. A muffler clamp will strengthen it if it hasn't already failed or repair it if it has.

I do know that the little spot welds holding the clamp to the pipe do break.

Yeah I hate the design of the heat pipes. I wish VW would have made flanges like the exhaust or something with a gasket. That design just leaks like a sieve and is very hard to put together on aged vehicles once it's apart. I have had too many of those clamps come off that I have had to weld on, and the pipe is too thin to weld most of the time. I am thinking about putting flanges on the pipes and heater box some day just for ease of use.
