I have two vents or so I think. I have about a 1/2" vent next to the filler neck and then another 1/8" vent on the front drivers side. Just below the smaller vent in the sheet metal is what looks like a place where this tube inserts and vents to the ground.
Problem is it acts like a siphon and the first time I filled up I came out of the station to a huge puddle of gas on the ground. I have pulled the hose up so it has a taller loop but I think it's still leaks and it gets in the way when I shut the hood.
Why is there a second vent and where is it supposed to run? Can I cap it off?

Single vent should be suffient....Use highest vent... Cap off problem vent...

WARNING! A puddle of gas after fill up? Need pics please. This is a recipe for a flaming VW. You got a fire extinguisher? There should not be any raw fuel in either of those places.

This is in Lazy Mary, the 1970?

There should be a large vent hose connecting to the filler neck just below the cap, which then connects at its lower end to the tank next to the main filler hose. This larger vent hose is not really an external vent to allow air in and out of the tank. It's to vent air out of the top of the tank and out of the top end of the filler neck around the pump nozzle. The smaller vent should be about 1/4" (6mm) hose which should go up to the underside of the cowl, across to the left side, and down through a small hole in the inner bodywork near the left front corner of the tank and down by the beam. This is the external vent. For cars with charcoal canister, this small vent connects to the canister in the right rear fender well. Making a Baja Bug out of the car removes the portion of inner fender panel where the canister is originally mounted. It can be relocated.

Sounds like some one over filled the tank to get raw fuel on the ground like that. Thanks Richard, your explanation is better

Rich is right. On my particular car there is a T in that larger vent near the filler and that was looped up towards the dash and out a larger hole in the fender area on the driver's side. Before I replaced it with new hose it was made up of the fabric covered hose like that which came on the cars originally and even though it had some crappy worm gear clamps holding it together I figured it was how it was supposed to be.
Now the smaller vent off the front drivers side: I don't have a good visual memory of how that was run but I do know it wasn't any longer than I have it now. I would feel better looping it like the other vent than just capping it off. Not too sure whether I care about the vapor canister though.
I'll see if I have a pic of it for those who are concerned.

I put 12 bucks of premium in every morning. When the tube starts to spill gas, I know I've put in too much.
One day, I'll buy a gas gauge.

I usually fill just before it gets to half. Almost ran out once already. Stalled just as I pulled up to the pump! The bottom of the tank goes quicker it seems. Usually put 4.5 gal in if I catch it at half. Right now that's about $18. I was going to drive this everyday but decided its the rainy day ride while the Harley is sunny days. Harley gets just shy of 40mpg so there's no contest. I haven't truly been able to get a good estimate on the Baja because something always happens to spill some gas or motor gets tore down to screw it up. I would guess it's around the same as my SBC pickup at 17mpg.

It sure is fun to cruise down the highway at 55 though, pissin people off left and right and not having a care in the world ( well except how much oil I'm gonna have left when I get home lol). I stay in the right lane all the time, but it never ceases to amaze me how people will fly up behind me like I'm going to speed up anytime soon. Ha! Fat chance.

Still, it always makes me laugh when people say," hey, I bet that thing gets good mileage huh."
Yeah, back in 1812 it was real economical.
