I'm 100% new to painting so this may be a stupid question but I was wondering; can I wet sand my base before clear coating? There is some orange peel and dirt in the color coat I want to get out. I just don't know if I should shoot another coat of color before the clear if I did this. If I shoot another coat of color I would be surprised if I didn't end up with the same problem of orange peel and dirt. This leads to another question, can some orange peel be covered by clear without it showing? Like I said, I'm 100% new to this so any input would be great. Thanks a lot!

If you have enough base on so you don't sand through to the primer layer, sure you can color sand the base. I wouldn't get too agressive with the grit, maybe 1000 - 1500. The clear will fill-in some of the orange peel of the base, but IMO any work you can do along the way that will take out any imperfections, will only make the final color sanding that much easier and results that much better.

Sand it then base over what you sand. Clear magnifies the surface it's over. Sanding it before clear would prove a disaster.

Wet sand with 600, if you burn thru color spot it in and spray clear right over. It will be fine

As long as its a solid color (not metallic or pearl) this is correct.
