Is it normal for a mechanical gauge to fluctuate, oil pressure. It's only about 2 lbs., the fluctuation.

I am not sure what causes it. I noticed a fluctuation on mine when I was test firing my engine with a plastic line temporary mechanical oil gage hooked up. I figured it was the air in the line causing it. But It would be good to know if the engine oil pressure really does fluctuate like that. Could be inherent to the VW pressure Relief valves or something. Mine was kind of a wave like action every 1 or 2 seconds and yes several pounds.

I thought about it after I asked. The flickering oil light at idle on older motors. Probably when the crank turns, re pressurized oil galleys inside.

Crank turning with the oil holes regularly lining up, tappets moving up and down, things are occasionally going to find a period of oscillation. Couple of pounds is nothing to think about, especially not on a mechanical gauge.
