I found these empty crimp on taps on red/gray and black/gray wires. Any ideas on what this PO could have been up to?

Like using a sharp probe, these things pierce the insulation, but are worse, as they can cut into the wire itself. OTOH, I usually figure it is worse to remove them than to just leave them there.

thoughts?

This is the back side if an 86 fuse panel. Which plug group has those wires with the taps on them?
If you zoom in, each group has a letter.
That letter will tell you exactly where to search the wiring diagram for your answer.

all I know is that when I took the pic, I made a note that this is of the "lower LH corner"

no idea if that is from the front or the back

The color of each of the plastic connector blocks is unique and spelled out in the Bentley. That color along with the wire colors should make it simple to figure out what those wiring taps connected to.

Looking closely, I don't see any 3rd wire sticking out of those "fire hazard" crimps. At this point, if they're not being used to splice or t-tap the wire, removing them or not will have no real effect. If they are being used to splice or t-tap, I would suggest replacing them. Personally, I always solder and shrink wrap connections, others may suggest a good quality crimp fitting. YMMV

The grey/red and grey/black with the added taps are the wires to the front parking lights, right and left.

It looks like another one of those taps is hiding there too.

Since nothing it hooked to them I would just leave them alone.

Those are 3M T-Taps. Removing them will do more damage than good.

I have seen people power fog lights from those wires. Bad idea, but not that out of the ordinary...

hmmm... it has added driving lights, so maybe that was an initial attempt by a PO, and later changed

not sure where they originate but they are on a relay now

those are likely from the PO installing some type of electronics ..radio gauges whatever .. take a meter and see if they are hot .. Key one or off ect .. or trace down the wire and see what wire they tapped into. it might give you place to add some gadget in the future. It will not hurt at all to leave them. removing it will leave a small pin hole. Not much to worry about. if it were me i would wrap its with tape.

this is really common on used cars likely they had a stereo installed and this is what is left.
