I agree with Busdaddy that these are sidemarkers. They aren't very effective sidemarkers but that is what they were intended as. Yours should illuminate when the knob is pulled to its first stop. Check your wiring configuration.

If you're interested in more functional and in my opinion safer sidemarkers (that also serves as directional indicators) see this modification:

This is very cool. Should be standard.

After a recent rainy camping trip I noticed that the front right signal housing was 1/3 full with water so I pulled off the lens and found that the rubber seal was old and crusty. I noticed that the little bulb was burnt out so replaced it at a Friendly Local Auto Parts Store. Don't remember the part # but it was the only one on the rack that matched.

Note the broken antenna too.

Next is a close up of the little bulb. Look at the blue discoloration on the reflector where the water was pooling. The signal housing is riveted on so I took the rubber off by pulling outward and some careful scraping.

I ordered some new rubber seals and an antenna online. The seals slipped on easily, I used some silicone grease for good measure. The crusty blue oxidation was steadfast so I ignored it.
Antenna bolts on from the inside. My results!

All is well; those side marker lights are now functioning in both positions of the headlight switch and even come on when I put on my turn signal. Very Happy

Mine were also leaking water until I changed out the seals.

Excellent pictures! I have tried to post some pics of my newly painted bus, but apparently they exceed the file size limit. Compressing them still doesn't get me down to where I need to be.

Did anyone figure out what the part # was for the bulb? I was thinking of replacing them with a 12v LED model so I never have to worry about them again and maybe in another 30 years someone else will rediscover them:p

I took out the bulb and this is what's written on it:
spahn 12v4 W(some weird m looking thing) K15861

I have a question about the blue discoloration seen on the housings. While changing my seal, I could see that I had the same blue discoloration in the lower third of the reflector. When I gave the housing a good washing with hot water and a little degreaser, the blue discoloration spread to the rest of the reflector. I'm assuming there's some sort of chemical reaction going on here. In the system, there's copper, electricity, either pot metal or aluminum, and water. Could there be some sort of reaction going here, or is it just primed with something blue?

Because I could not reverse the blue discoloration, I removed the coating. Turns out carb and throttle body cleaner is an effective solvent. Underneath was dull bare metal. I brought it to a really solid shine using high-grit sandpaper, steel wool, and Mother's aluminum and mag polish.

After re-installing the unit all shiny and clean, and comparing to the marker light on the passenger's side that I had not touched, I was disappointed to see that the untouched marker light was brighter and had a more uniform emissive glow than the one I spent forever working on cleaning.

Any idea what the coating is on the inside of the marker light reflector that turns blue when it comes in contact with water? Any idea how to make the reflector more reflective?

Oddly enough, when I was replacing my taillight housings not too long ago, I did aluminum tape on one side, but not the other, and when I compared, I really couldn't observe a major difference. I'm sure that there is some difference, but it must be very slight.

Additionally, with as shiny as I was able to get the inside of that reflector, the HVAC tape would have probably been a downgrade. I think it's not just a problem of specularity, but also of the throw pattern. The un-cleaned lens seems to diffuse better.

Perhaps something more like this type of reflective tape?

Do you know if your front markers have the same blue discoloration?

The times I've messed around with chrome paint, it comes out rather dull. Any theories as to the blue discoloration?

Nope, all is not well. They should not come on with the turn signal.

Those little bulbs serve the same legal function as the red lights on the sides of late Buses - side markers only.

I like that for the rear VW had to put in separate lights because there was really no way to get a side marker function from the stock taillight assembly without re-designing it but for the front they decided to do it the cheap way and just throw that tiny little bulb in the front turn signal housing rather than electrify the front reflector on the front door.
