Due to the complex shape of the wheels and the fact that they showed signs of rust under the paint, I chose to take them back to bare metal by sandblasting them, and start again.
These is how they came back from the sandblaster. Nice and clean metal ready to be primed.
Midway through the prime, fill, sand and paint process
And the finished set surrounded by fresh rubber

The old floor carpet cleaned up nicely, so I chose to reuse it.
But I had to make new carpets for the wheelarches, as the old ones were in very poor condition.
I'm happy with how they came out. I cut them myself using the old ones as a template and sent them away for the surrounding seam to be made. I was able to save a lot of my remaining budget this way.
I also treated the bug and its future passengers to a new set of seatbelts

So after a two year period of trying, it seems that the various to do lists of this restoration have all been crossed out. I am still trying to convince myself that what I am about to mention has really happened, the bug is ready to get back on the road.
Now that I have passed the chequered flag line of the restoration, I feel that I would like to thank very very sincerely anyone who took a little time to comment on this thread and offer advise, thoughts, a word of knowledge or a positive comment and help keep the spirits up while I was working and thinking 'will I ever finish it?'. Finishing this restoration has given me great satisfaction, and of course, after all these hours, a strong feeling of achievement. What's left now is to drive the bug. Driving the car you restored yourself is a very unique experience that generates a very special feeling (as I have recently found out!).
Thanks again to anyone who helped me out from this thread. I hope you enjoyed it.

It's been a while since the end of the restoration and the last post on this thread! I like the way you cut that heat riser open to clear out the carbon. I encountered the same problem recently and decided to leave it there
